Dr. Kai-Sheng Kao
born in 1947, received his Ph.D. in economics from the Chinese Culture University , R. O. C. and conducted post-doctor study at Harvard University , U. S. A. He joined the Directorate General of Telecommunications (DGT) in 1975.Responsible for planning and investment of telecommunication at his previous post, Dr. Kao engaged in the preparatory task of ST-1 Satellite Project. Meanwhile, he taught industry economics, economics analysis, investment, financial management, the policy and regulation of telecommunication, etc. at universities. Being the incumbent Deputy Director General of DGT, he further devotes himself to devising national telecommunications policies and regulating telecommunications market. In this moment Dr. Kao also engaged in the preparatory task of National Communication Committee (NCC).
