Areas of interest

•  Information and Communication Technologies in primary and secondary education in developing countries; teacher training; educational software; science learning; technical assistance to schools; hardware and software procurement; large scale educational project management, project scaling;

•  Community development using information and communication technologies; emphasis on poor, isolated and culturally deprived communities; telecentres; digital divide; information society; Internet services for the poor; computer literacy.

Main professional activities

•  Presently : President of TIDE (Consulting firm and software house); Advisor to the Chilean Ministry of Education on ICT in education; Professor at the Institute of Educational Informatics , University of La Frontera .

•  Head of the Enlaces Project (Coordinador Nacional Red Enlaces) from 1990 to 2001. Enlaces is the Information Technology Program of the Chilean Educational Reform (see http://www.enlaces.cl ). Its aim is to properly integrate information and networking tech­nologies in Chilean public schools.

•  Head of the “Community Networks” project, funded by Corfo, SubTel, Ministry of Education, Conicyt, local government and other institutions. This project is developing a network of Telecentres in the Region de La Araucanía in Chile to improve the access of the population to Internet and information processing and to help in the development of local communities. 2000-2002 (see http://www.redcomunitaria.cl .

•  Director of the Instituto de Informática Educativa of the Universidad de La Frontera in Temuco, Chile, from 1996 to 2001 and Full Professor at the Universidad de La Frontera.

•  Associate Professor at the Computer Science Department, Faculty of Engineering, Pontificia Universidad Católica de Chile, from 1976 until 1992.

•  Head of U.N.D.P. Research Project on Expert Systems (1989-1991) involving 4 Chilean universities and several local industries.

•  Principal researcher of several FONDECYT (Conicyt, Chilean research funding agency) projects on education, community networks, software engineering and expert systems.

•  Member of the Board of Directors of WorldLinks, until July 2001.
